Origin Story
I am deeply troubled by the current serious issues confronting the law enforcement and criminal justice professions that I love. I will do everything in my power to challenge and help remedy this situation for the officers, professionals, and citizens who deserve much better. William E. Hill
I enjoyed a successful and rewarding career in law enforcement and criminal justice that spanned four decades committed to serving the citizenry. In the media, the serious issues challenging these professions are presented with such frequency, as to suggest, that the reported concerning behavior is not only a common trait but an accepted practice that has damaged the public perception of the integrity of the law enforcement and criminal justice community.
Therefore, Law, Order, & Accountability Consultants, Inc. (LOAC) was born out of a sense of individual reciprocity and the belief that these issues, although complex, are not insurmountable. Successful partnerships developed between law enforcement, community stakeholders, and citizens are based on integrity, trust, courtesy, and respect as the medicine that sustains them and the means to promote healing. Through our work, LOAC is available to be a leader in the process of building and repairing these relationships to have an impact on positive change.

Why I became a Police Officer
As a very young boy, I loved reading comic books and revered the superheroes that existed on the pages between the covers. My favorites were Thor and Spiderman among others. Watching Superman and Batman on television reinforced the fantasy world I lived in. I also loved police dramas, cop movies, and seeing the police patrolling my neighborhood. My favorite police drama was SWAT. More than anything, I dreamed of being a superhero, standing tall, saving lives, serving and protecting, doing good, stopping bad people, and earning everyone's respect. It was clear to me I couldn't be Thor or any fantasy superhero, so I decided being a policeman was as close as I could get. So, I became a cop and donned my blue cape. I've never lost that boyish desire to save lives, do good, serve and protect, and try to make this world a better place. I will continue on this path as long as I live.
Summary
I retired from an active career in law enforcement with the Cleveland Police Department in October 2003. I missed the gratifying work that had become a significant part of my life and the daily routines it provided, so I transitioned to other areas of law enforcement to fill that void. I have acquired substantial knowledge and expertise in the area of law enforcement, policing, SWAT/tactical training, and safety/security from over four decades of working with security companies, educational institutions, transportation systems, governmental agencies, juvenile centers, and non-profit organizations. Throughout my life, I developed skills and expertise in organizational structure and critical evaluation, leadership and training, supervision and management, youth and community development, safety and security, investigations, fundraising, political/social organizing, and community activism.
Personal and Professional Aspirations
As a law enforcement professional with forty-five years of experience, my deepest desire and commitment is to assist individuals and organizations with expanding their capacity for professionalism, transparency, accountability, and growth to achieve greater success in their work performance and relationship building. My diverse experiences and exposure to different professions and distinguished individuals, along with my involvement in social and political settings have enabled me to gain the knowledge and skills to critically analyze organizational infrastructure, identify structural problems, and create specific solutions, goals, and outcomes. When implemented properly, these strategies can produce quantifiable and successful results and impact the current challenges we are facing today. As an American and global citizen, I am concerned and troubled by the current dynamics evolving in our country. Growing tensions and worsening human relations threaten our ability to live together peacefully. Through targeted conversations, we all need to interject new ideas and solutions to solve these escalating problems. I am singularly focused on the work we need to do and the problems we need to solve to make this world a better place for future generations.
